Chukchi, Russia
The Chukchi are an indigenous group of around 16,000 people inhabiting the Chukchi Peninsula and the shores of the Chukchi Sea and the Bering Sea region of the Arctic Ocean. Basically they are adept at dealing with proper nippy conditions.
Soviet era state farms destroyed a lot of the village communities, and although they are slowly recovering, most Chukchi rely on foreign aid to survive now.
