This looks like something Mr Burns or Leonardo DiCaprio in that movie The Aviator might do. This was from a press conference in Brussels in 2009 and it looks like the fat guy behind himself is laughing along with O’Leary but secretly upset because he really wants to eat the plastic plane too.
