2) The Speeding Lottery

In an attempt to urge Norwegian drivers to attack their icy roads with a bit more care they’ve set up an ingenious lottery scheme. A portion of money collected from speeding tickets its set aside as prize money in a lottery. Drivers who have behaved themselves are all entered into the prize draw for cheques of up to £2,000.

So rather than simply punish the bad, they reward the good. That’s pretty neat.
